Jim Moore’s career began with the City of Spokane, Washington, where he served as a
planning and programming engineer in the Public Works Department. After a year with the city,
he joined a consulting engineering firm in Portland and was responsible for design activities
there. He returned to Spokane as a design engineer for a local consulting firm, becoming a
project engineer and later a vice president and principal. After four years in management, Jim
Moore joined forces with Bob Welt to form MW Consulting Engineers.
